Hello Don,

That is the behaviour I would expect if it is a scanned document. You will
need to use some sort of OCR to turn it into text. It may not be a perfect
rendition of the document.

You may be better to contact the document author and ask for an accessible
document.

Having a lot of issues where when opening a PDF document with adobe 
reader all I can get is top and bottom being said and can't read the 
file.  Are there any special issues with this Adobe Reader cloud version?
