While I cannot give you a solution that will solve your problem (I had the exact same issue with Outlook 2013) I had to resolve the issue with the remote assistance of one of the Microsoft Accessibility specialists. Chris and Steve made it quite clear that the three add-in components must be installed for the Outlook Enhanced app to function properly. Here is the toll-free number: 1-800-9365900. I believe their business hours are from 5:00 a.m. pacific time until 9:00 p.m. pacific time. That was the only way I was able to resolve the exact same issue. I must admit that I wonder why the particular add-in won't install if it is needed, hmmm. I had to call the accessibility hotline at least twice to resolve the issue I had Steve on a three-way conference call with the representative who helped me out, hoping that his explanation of why the add-ins are needed would assist the Microsoft answer desk representatives in their training. The accessibility answer desk has been of tremendous help, trust me, smile. .

I find that Windoweyes is causing this feature not to be available. The options for it are grayed out and the most easiest simply typing into the subject line of the opened message will not work. However if I turn off WE and turn on NVDA it is possible to do it with success. Another thing that is happening is when WE will not allow it to be edited it will cause Outlook itself to crash and close. This is most definitely related to WE and Outlook 2010 not playing well. I am running the Outlook enhanced app and checked that it was updated , and I did follow all the extra download files instructions given here previously and again yesterday. The only problem in running the installs came at the Network 4 file. The message said that my install would not continue for the following reasons. "A same or newer version is already installed on the operating system." Just to be clear I did all of them again this morning and restarted my computer to be sure of all components. It still will not work. Any suggestions?
