Bud, This is almost always malware infections. Sometimes, it's really necessary to try several anti malware packages before you find one which recognizes your particular infection and will fix it.
If you're convinced you are not infected, google on the topic of windows running slow and start trying all the things they suggest (or take it to a computer shop to get them to repair it; that's my suggestion).
