Could it be because you aren't looking in the correct place in Window-Eyes?  On 
my Windows 10 there are 2 SAPI 5 voices which I do see under Window-Eyes when I 
select SAPI.  So exactly, please be specific, which voices are you saying 
Windows 10 shows but Window-Eyes doesn't?  For me, everything 10 shows me, 
Window-Eyes does as well assuming you select the correct synth type within 
Window-Eyes.

It is an issue Steve, since none of these synthesizers shows up in
window-eyes, but do in windows 10 control panel.
