Sure. Open the Window-eyes control panel with ctrl-backslash. Find the verbosity node and expand it with the right arrow key. Next, find the browse mode item in the list of items and expand it. Next, find the item that says auto load. Tab to the set of four radio buttons. If you want browse mode to speak browse mode on or off, select the radio button to indicate with speech and press ctrl-s to save the setting.
