http://IsUp.me. If you're wondering if it's just you or if it's bard, go to that website and enter the bard website address:
http://NLSBard.loc.gov into the edit box, and it'll tell you if it's completely down for everyone, or if it's just your provider being silly and not letting it come up for you. This will save loads of time.
