open the start screen and type in windows update.
you can also type in show icons. one of the results should be show or hide common desktop icons.
there you can check the icons you want to show on the desktop.
like user files ,network and the control panel. then you can go directly to the control panel like you did with xp and windows 7. windows updates,user accounts, sounds etc. are still there.
