I have a "loon" sound when programs or "apps" end, and sometimes
during shut down you can tell when processes end, but not always when
you do the "shut down" command.
"programs ending" also makes your computer noisy for not obvious
reasons, when events happens and "end" in the background with no
speech indicating what is happening, but it is a good indicator of
ending events if you don't mind hearing that sound a lot in windows
10 which is busy busy busy. :)

Nick, the problem is that the machines today don't make a sound when
they power off. ON top of that, I have a hearing loss, so that
complicates things.

According to this list, there is no startup or shutdown sound in
Windows-10. I just use my WE sounder to reassure me that the
process is beginning, then I remain very quiet and patient (which
is not easy for me to do) and wait until I hear the computer turn itself off.
