I have windows 10 with win-eyes 9.2 and I do not have this happening with the mouse. It stops at the bottom of the screen and will not go any farther. I get a tone when I try to go farther past the bottom. Not sure why yours is doing that but it seems that many users have many different problems that are unique to their circumstance.
