Windows 10 speech is not a screen reader. It is a speech synthesizer. The voices are the same as they were in windows 8. If on the other hand you are talking about narrator you can access this at any time buy pressing the windows and enter. Narrator for windows 10 actually is a lot better than narrator has ever been under windows 10. If you actually do want to use windows speech then you would bring up the Window-Eyes control panel with ctrl+\. In the tree select devices. Expand this and go down to speech. In the list of synthesizers select Microsoft speech api. Now press tab to the list of voices select the voice you want to use and press enter. Hth
