If neither Alt-F4 from the desktop or Windows key followed by up arrow
twice to the Power button and space bar or Enter to activate it doesn't
work there's one more thing you can try.
Control-Alt-Delete. You should come in on Lock. Shift Tab once to the
Shutdown button. Space bar or Enter to activate it. This should open a
context menu with sleep, shutdown, and restart. I would use restart to
give the system a chance to fix this problem. It is a serious problem
when you can't access this most basic component of Windows.

Based on what you've posted, this probably won't work, but you can press the
on-off button on the computer itself. Don't hold the button down, just
touch it lightly.
