I have the hourly chime app installed, and it is speaking using Window-eyes 9.2 under Windows 10. I use the male voice on my desktop computer and the female voice on my laptop computer. Try uninstalling and reinstalling the hourly chime app. I've had to do that sometime back prior to Windows 10's release in July, smile.
