I had issues with Outlook Enhance when I upgraded to WE 9.3 a week or two ago. Some of the features of Outlook Enhance worked, but others were not. It wasn't even showing up in my list of apps in the Window Eyes app menu, even though things like Insert C would pull up the Outlook Window Eyes calendar. I was also unable to toggle messages Virtualization on and off. If it helps you, what I did was the following:
Confirmed that I had the latest set files for Outlook running. Confirmed that the Outlook Enhance app was working in add-ons in Outlook. Confirmed that I was running the latest Outlook Enhance. Shut down my entire PC and restarted it. The one thing that seemed to make a difference for me was that I found I was running one version behind on the Outlook Enhance. Once I made that update, Outlook and WE seemed to work as well as I was expecting and I was able to get the attachment hotkeys to pull up my attachments.
