I used Audacity, which is a free download.  I think I had a cable from an old 
desktop microphone or such that I plugged from my NLS tape recorder into the 
microphone jack on my computer,  I figured out how to record using Audacity and 
did make successful conversions of my husband old tapes he needed.  However, my 
ignorance on how to use the Audacity features left me with little control over 
the size of the mp3 file I created.  I'm sure others on this list can help you 
figure out where to find those settings.  I liked that Audacity was free, but 
did not feel like it was fully intuitive over the basic start and stop 
recording type functions.  I'd definitely want to explore that more if I do any 
more such tape to mp3 conversions.

well, I like studio recorder, but you'll get many solutions which cost less. :) 
Reason I like studio recorder, everything is going to talk properly, including 
a "beeping" overload of the viewing monitor meters when you get the volume too 
loud.
SR has no noise reduction or equalizing abilities, but . . . it is designed for 
making talking books, though it can record in stereo, can adjust for 
out-of-balance older recordings from worn out head machines by adjust a single 
channel's volume to compensate, and can normalize, adjust for time compression 
if you need it, and much else.
