This is a common Install Shield issue, often due to lack of resources such as 
existing hard drive space, or hard drive bandwidth. You might try doing some 
standard system maintenance, such as clearing out your temp directory, and 
making sure your physical disks are in good working order. Installation 
programs used to just copy files and be done. Now, windows attempts to maintain 
databases of file relationships that can take a painfully long time to 
reconcile.
