Hi there!
When I want to bring up a menu, I generally press the 'context menu key'
or AKA the 'right mouse button key'. This almost always does the trick
for me. I can just press the right button on my physical mouse but that
could very well yield some strange results depending on where the mouse
pointer might be..? I have been using this method since I got my first
windows computer-a win98 system. FYI it is located on the right hand
side of my keyboard the second keyleft of the control key, right of the
windows key. Suspect that I didn't have to put that last bit in, but
there are many varieties of key boards. Just my bit of wisdom<SMILE!>.

In IE it Brings up menu bar. You can go to view and toolbars and check
menu and then you don't need to use this command.
