I find it horribly frustrating that so many "small businesses, non for profits, personal websites" are developed using tools/templates that have little or no accessibility built into them. I've also heard of at least one web site design business that is not familiar at all with ARIA or the concept of web accessibility. And, my niece, who just graduated with a BS in Computer Science has no idea of the concept of web accessibility. Huh? Not even the concept? Really discouraging.
