If you are running the Window-eyes offer for users of Microsoft Office, the speech is the Microsoft Speech Platform. If you are running the retail copy it could be Dectalk, Eloquence or some kind of Vocalizer Expressive. Without knowing what voice you hear at start, you'll need to try the process of elimination. Go to devices/synthesizers and if you are using the office offer, select Microsoft speech platform in the list and hit activate. If that is the voice you want, tab to keep changes and press space. If you are using the retail copy, do the same as above but try Dectalk access 32, eloquence, Vocalizer or Vocalizer expressive.
Once you have the voice set, press insert-7 to toggle on apps. Note: the 7 is above the QWERTY keyboard.
