I am wondering if the link's default action was changed by the developer to open a pull down menu instead of taking you to the web form you are used to. These types of dynamic menus are showing up all over the Web and are not always designed to be keyboard operable. If the pull down was well designed, you should be able to use the Up and Down Arrow to navigate the menu. And, you might need to turn Browse Mode off to select a menu item with the keyboard.
