The official PDF editor is Acrobat from Adobe. I would probably use Omnipage to convert the PDF to Word, edit there, then save back to PDF. This is less expensive than OpenBook or Kurzweil 1000. I'm not sure that what you get back from these programs would look sufficiently like the original to be worth the trouble. If you are wanting to fill out a PDF form that is already created, you should be able to do this with Window-Eyes and save the result as PDF from within Acrobat Reader.
