this is not always true.
some combo boxes will take you to another web page when you click enter on
them. you have to manually turn browse mode off and alt enter. then you can get
to all the options in the list.
with radio buttons you can press enter on them but w e will not tell you if
they have been checked or not until you tab away and back again. then w e will
tell you it has been checked.
aisquared has confirmed this behavior on all web pages that have radio buttons.
if you have several radio buttons to choose from it will work better if you go
to the first radio button then turn browse mode off.
then you can arrow through the list and w e will tell you which one is checked
as you arrow through the list.

For what it's worth, you don't have to turn browse mode off on a
combo-box or radio buttons. I just hit Enter on a combo-box and then
Alt-Down. Hitting Enter turns off browse mode. On radio buttons I again
just go to the one I want and hit enter. Browse mode turns off, selects
that radio button, and then comes back on.
