Audacity is an open-source audio editor; there is a guide for using it with JAWS; I think you could do most things with Window-Eyes also. I use SoundForge Audio Studio under Windows 10. Some parts of the program are only accessible with the mouse pointer, but it works well for what I want to do, and the price is in the $40 or $50 range.
