I think you have to be running Windows 8.1 or 10. It shows up as a SAPI 5 synthesizer, I think. I like it for straight reading (my wife doesn't) but it is not very responsive to single-character input, similar to to Microsoft Ana and to the Microsoft Server Platform TTS.
