Once you have got to the address book, as Ted said, you just do alt+f for
the file menu and press enter on New Contact or just press the letter c. As
a shortcugt, you can just do ctrl+n.

Does anyone know how to add a contact to the address book in Outlook
Express? I can get to the address book and the list of contacts, but I
can't add anything new. It's been a long time since I've had to do this,
and usually, I add them by replying to messages, but I need to actually
add it this time.
