No, dashboards do not refer to a specific type of form control or interactive 
element. But, a web page dashboard can contain form controls like radio 
buttons, combo boxes, edit boxes and buttons. A specific example would be 
needed to provide further clarification on how to use it. Without any context, 
there really isn't much we can do to help.

Web developers can create Dashboards in many different ways. Dasboard is 
really just a design term used to describe a webpage that displays an 
overview of related types of data. So, there isn't one technique or strategy 
that can be recommended.
If the Web page was built to be standards compliant and accessible,  then 
you should be able to use the usual techniques to navigate and interact with 
the content on the page.
For example, headings should be used to start each section of the dashboard. 
Any graphs or diagrams should have text descriptions. Links and buttons 
should be keyboard operable and have meaningful names.
Your mileage will vary depending upon the dashboard webpage you are using. 
There isn't much more I can offer without access to the page.
