wait about 10 seconds and the speech will come back most of the time.

Hi Folks:
Ok, this problem seems ellllusive, but, here it goes.
Both in win 7 and windows 10, and using we 9.4, at times I am losing speech
when up arrowing or down arrowing.
It comes back if I alt tab and then come back
It also goes silent when in a list .
These silent issues, both in windows 10 and win7, the computer works fine.
I do notice that windows 10 boots much faster then win 7
