The Window-Eyes setup program (for updates and upgrades) is designed to be used with your current version of Window-Eyes running. It is not a self-voicing application. So, as long as you don't turn Window-Eyes off first, you will have speech throughout the entire setup process. After rebooting, the new version of Window-Eyes should come up speaking automatically.
