There will always be people trying to cheat the system. If Microsoft has been 
giving 10 away for a year, then they probably do not consider it too important 
of a revenue stream. I expect that older versions of Office don't work as well 
on the newer OS, and most Office users these days are encouraged to pay on a 
recurring basis for their license of other Microsoft products. 

I am sure Microsoft considered several other possibilities before being 
generous enough to extend the upgrade deadline for AT users, and decided either 
the support costs or the loyalty costs were greater than the lost revenue of 
making it easy to extend the deadline.
