Hi Mike. If Microsoft has kept the shortcuts into twenty sixteen, then all you should have to do is press Alt-F for file, W for new, and select folder from something--the ribbon or a drop down menu.
To create a folder on the desktop, all you need do is make certain nothing on the desktop is currently selected. Control-Spacebar selects and de-selects the icons. Then the application key or, if your laptop does not have that key, Shift-F10 will open up a menu.
