100 Per Cent Accessibility? I wasn't aware that any Screen Readers give a true 100 per cent access to all features in Windows of any version, and the same for Microsoft Office, or any Browser.
Access and Usable seem to be words that have all kinds of meanings, depending upon who is using them, and which program is getting mentioned. Maybe way way back in the DOS Days, there might have been 100 per cent Access, but not since MS Windows came along.
