Hi: The only one I can think of is the Microsoft Access DB Platform. I know one fellow who used it well with JAWS but I have never tried it with WindowEyes. A custom DB manager by some third party might be out there but the accessibility of these platforms would be the question. Building a custom DB Manager isnt too complicated but would take some time. Is this for a job or for your personal use and how large do you think the DB would get - that determines if you can use something simple like a file based system or have to go to a full server based system.
