The Windows key should place you in the Cortana search box. If it
doesn't then something is wrong.
From that search box all I have to do is Shift-Tab once to Start, and
arrow down to open the list of programs. Then I can press a single
letter to go to that group of programs. But with that having had been
said, I went through a lot of house cleaning on the start menu in
Windows 10. For the most part it was in settings, Personalization,
Start. I pretty much turned everything off.
The privacy settings are also in the settings window.
Open the settings window with Windows-I. If you're running the Windows
10 anniversary update you'll come in on a search box. Shift-Tab once to
move up to the list view and then arrow right/left through the main
categories.
