Scratching head...  Smile.  Since you can see the icons, and presumably the
screen looks normal, this next thought may be of little value either.  But
you wrote that "it seems to go sideways when using the keyboard for
navigation." Have you tried changing the way icons are displayed on the
screen?  Medium icons is the default, but many of us prefer a list, or a
detail view. 
When I have mine set to "list", I can advance forward or backward through
the list with either the up and down arrows, as you would expect, but also
with the left and right arrows.  But obviously in list view, icons display
not in the usual multi-columned view and you would have mentioned the visual
difference.  But perhaps experimenting with the possibilities might reset
something.
Press control shift and either the 5 or 6 on the top of the keyboard to go
to list or detailed view.  Control-shift and 3 will reset to medium icons.
Have there been any Windows updates?  Sometimes updates can do strange
things.  Smile.  And does the screen look any different when using Control
plus e to get to file or windows explorer, since I think you said it works
properly there? Have you actually unplugged the crazy computers, not just
restarting them?  Sometimes that can fix things.
And since you said you're sighted and the mouse works, have you used first
letter navigation as well as the arrow keys on the desktop?  In other words,
is the screen highlighting, or whatever it does visually, to show that the
focus has moved with either the arrows or the first letter navigation?  If
it's tracking properly, then first letter navigation may give you a
work-around, if "i" will always take you to internet explorer, for example,
whether spoken or not.  And one last thing, if you're using Windows 10, have
you tried restarting Window-Eyes after the computer boots?  This will fix
issues with the Start menu not reading, even though it seems to be tracking.
Perhaps your Desktop issue is analogous.
