Yep, this is correct, what i've done is downloaded the most current
copies of some scripts I use every day, just in case i need to
re-install them later on. I had an issue with some scripts and I
uninstalled them, but realized afterwords i couldn't find an
installation file for them. So, I had to wait til the server came back
up. AppGet, refused to function during the downtime.

Looks like they may have had a major hard-drive crash or something.
Anyway, just be aware that you may not get the latest version of some apps if
they were updated after 9.4 of W.E. was released.
