I've never understood why a JFW keyboard layout was included with Window-eyes.  
Back then: the choice was made to use Window-eyes, and if JFW users switched, 
they could learn the new screen reader.  And - I think there were some 
conflicts so that it wasn't the perfect simulation anyway.

Whilst I cannot do it: I am sure that someone will get to work on setting up 
the likely scripts for this.  Gang: VFO have to restore some good will over 
this, so keep asking if you want it.
