It may be if your not seeing everything it is how your notifications are set

Yes, you are right you can use windows+b to access the system tray. But you
don't have the option of tabbing to the mouse click options?

You don't even need baked in screen reader keystrokes to access the Systray!
Use Windows-Key-B; it gets you there in a pinch!!
