Hi Chris,
I did this for my Windows key so I could show someone else how to do
it. My result was that it did not speak "windows" but when pressing the
windows key plus r, it did speak "r." Do I assume there is no way to
silence all of the speech in events like this? Thanks.

Actually, in a weird way, you can.
Press insert-6 to open settings center.
Press shift-control-d to load default.
In the search box type label
Arrow down to manage key labels dot dot dot and press space.
In the list press S until you get to shift.
Press alt-c to change the label.
Clear the word shift from the label and okay it.
Make sure you save your settings.
Now the word shift won't speak when doing things like shift-space.
Do the same for control and windows.
