In australia, if you are doing such certification, you can write to the
publisher and ask for a accessible copy.
But I believe you need to fillup a form to declare that you are using for
that material for your educational purpose.

Every major publisher should have some sort of department for accessible
copy.

Did you try to look online for a ecopy like amazon, google playstore or even
apple?
If you can publish that book i am sure there's a ecopy. The trend of
bringing those books are way... out of date.
I did all those certification all by using one method. Scan and OCR them.
the challenge you will face is diagrams and pictures. But with lots of
practical labs, you should be able to pick up those skils you to get pass
the exams.
Did you check with them those online exams are accessible?

Subject: OT: resources for the com TIA certfication

Hello,
I usually do not ask such off topic questions like this, but I figure this
might be a good place to start.
I am wanting to study for the Com TIA A+ examination but I have a two-fold
problem
First, the exams cost $410.00 at my testing location. Second, the book that
is required is the 9 edition of the book, and only the 8th edition is
accessible to us.
Are there any resources out there that I am not aware of that would allow me
to at least maintain an accessible copy of the 9 edition book A Plus guide
to Managing and Maintaining your PC by Jean Andrews?
Thanks,
Darrell
