In australia, if you are doing such certification, you can write to the publisher and ask for a accessible copy. But I believe you need to fillup a form to declare that you are using for that material for your educational purpose.
Every major publisher should have some sort of department for accessible copy. Did you try to look online for a ecopy like amazon, google playstore or even apple? If you can publish that book i am sure there's a ecopy. The trend of bringing those books are way... out of date. I did all those certification all by using one method. Scan and OCR them. the challenge you will face is diagrams and pictures. But with lots of practical labs, you should be able to pick up those skils you to get pass the exams.
