It may depend upon the version of Windows, but Window-Eyes sounds are in the Sound Schemes in Control Panel. It is easy to miss them. If you arrow down through the list of Windows sounds, you will find other software sounds as well.
In Windows 10, it is possible to set the volume of the sounds for particular software packages including, I believe, muting them. It is worth looking for Window-Eyes sounds when Window-Eyes is running to see if that could be the problem. Unfortunately, it is hard to give exact steps as there are some variations depending upon which version of Windows is being used. I type volume into the cortana edit box and get "Adjust System Volume as a result. Right now, I am running JAWS and I see JAWS sounds there. Yes, some of us have to switch to JAWS because Window-Eyes and JAWS works with some of my employer's software that does not work with NVDA or Narrator.
