Press the Windows key to open the cortana search box and type "default."
Default app settings should come up. Tab through the various buttons to
Web browser, press spacebar, then tab to the browser button you want and
press spacebar on it.
This is a global change. I'm not aware of a way to change what browser
is used by individual programs.
