If you can't get the import to work, you can point your new browser to that file, since it is written in HTML. That's what I have done with bookmarks I saved in the Lynx browser many years ago. If you use this approach, it probably doesn't matter which folder contains this file on your Windows 10 system, as long as you can navigate to the file.
