If you open a program and then the Window-Eyes control panel and the right set file isn't loaded I'd try just closing the control panel and re-opening it. I'm guessing it would probably be loaded. I haven't noticed this because I haven't had any reason to check it. It's probably just due to Window-Eyes being a background process. So there might be a slight delay be it that most program windows appear before the program is actually finished loading all of its components. Windows and multi-tasking is for the most part a grand illusion.
