that's a (quite mature) spinoff project of RoadMap
(http://roadmap.sourceforge.net).

ehud shabtai added map editing (and many other features) to
roadmap, on a separate branch.  some features have made it back,
but not the editing, yet, nor the j2me-on-cellphones support.  i
once asked ehud about the licensing terms for the data, which is
all user-contributed, but i don't recall getting an answer -- it
was some time ago.  at some point he mentioned that he thought they
had something like 75% coverage of israeli roads.
