It's not a term that I've ever heard before. In the UK context, a dispensing chemist is one that is allowed to sell drugs which can only be issued on a prescription. (I hope I phrase that correctly.) A prescription is issued by a doctor. Mike Collinson has added wording to the Wiki page that may go some way to clarifying the terms.
