The easiest way to fix this is to cut the phillipines out of the last planet dump and load it into JOSM, pick all the deleted objects and add and remove a dummy tag and hit upload. I've consider setting up a server deliberatly a week out of date to make this easier, but you should be able to do this by hand. You can also try extracting them out of the planet diffs but that's harder...
