No it hasn't gone down. It was intermittently slow between
about 07:30 this morning and 10:30 or so when I fixed it.

This service interruption can be blaimed on :

  (a) The genius that told the db server to apply security updates
      automatically every night which led to it upgrading and
      restarting mysql at 07:35 this morning. Not sure if this is
      a standard Ubuntu feature or a choice somebody made...

  (b) The genius that wrote the Debian/Ubuntu mysql startup scripts
      and made them do a check of all the tables every time it
      starts so that it locks up tables for long periods while
      it scans them.
