I think there might be similar things in Central London (like along the edge Green Park by Buckingham Palace, and through Hyde Park). They are quite wide there(as in width of a 2 directional road) and the surface is what I would just call sand.
I don't see why it wouldn't be public, but you probably shouldn't walk on it if theres some big event going on.
