An example are Dutenhofen, Allendorf and Münchholzhausen immediately southeast 
of Gießen, Germany, which are suburbs. Their
names do not appear in Mapnik. On the other hand places like Heuchelheim (west 
of Gießen) are tagged as villages, and they do appear.
The value suburb is also rendered on the corresponding Osmarender map.

Sounds reasonable to me. Can we render place=suburbs ?

That's "my" tag and certainly reasonable by me!  place=suburb  without an s.   
Yes, the original intent was that it would render with basically the same rules 
as a village.

Here is where we originally used it, Sydney is place=city, there are some 
surrounding satellite place=town and then there are 30 or so suburb tags:
