Isn't this a job for maplint? Once the tags move to a 'soon to be retired' stage, maplint should flag them. Given suitable notice, if any are still left at the end of the period then they will 'magically' not be rendered anymore. I feel that it is important not to automatically fix tags, as this could result in a custom render suddenly failing.
