Dave, Not all counties have been improved through the MAF/TIGER Accuracy Improvement Project (MTAIP). Here is a link to the counties that have not been improved in the 2007 TIGER data: http://www.census.gov/geo/www/tiger/tgrshp2007/tgrshp07nomtaip.txt
